For importation of Biosecurity regulated products (Plants or its products), importer needs to have a valid Biosecurity Approved Premises (BAP) prior to its importation.
Conditions & Requirements
- The importation is subject to inspection on arrival and must be found to be free from any evidence of disease or insect infestation of any kind and from soil or other plant matter, including seeds, not listed in the permit.
- The importation must be accompanied by original Phytosanitary Certificate issued by a recognized agricultural or biosecurity authority of the country of origin, which shall certify that the commodity is believed to be free from all forms of disease or insect infestations.
- The consignment must be packed in clean new packages /bags not previously used for any purpose and must not be packed in hay, straw, chaff, etc. nor any decomposing material.
- Any non-compliance to any of the above conditions will result in revocation of the import permit and destruction of the imported commodity and other action taken as directed by the Biosecurity Authority of Fiji all at the importers expense.
- Import requirements for the importation of Rice from India into Fiji:-
- A valid and approved import permit is required from Biosecurity Authority of Fiji (BAF) to accompany the consignment. The import permit must be approved and issued prior to loading and shipping of the rice consignment to Fiji.
- Prior to loading of the consignment:
- 1 The container must be inspected by the Government of India Quarantine Authority and must ensure that the container:
- 2 is in good condition;
- 3 is cleaned of previous cargo, refuse and extraneous materials;
- 4 sprayed with Pyrethroid insecticide or equivalent at a concentration of
- 5% w/v;
- 5 Cleaning Certificate to be certified by the NPPO of the exporting country and the above (2.1), (2.2), (2.3) and (2.4) to be endorsed on the issued certificate.
- Mandatory fumigation is required with Methyl Bromide (CH _ Br) at the rate of 80g/m_ for 48 hrs at 21C prior to export under the Government of India Quarantine supervision. Treatment must be endorsed on the Phytosanitary Certificate for the consignment of rice and Fumigation Company must provide the original treatment certificate for fumigation conducted.
- The consignment should be loaded on the vessel for shipment to Fiji not less than 48 hrs from the time fumigation is completed. Any consignment failing this requirement will be re-shipped or destroyed at the importers expense.
- The consignment must be accompanied by a cleanliness Certificate and Phytosanitary Certificate issued and duly endorsed by the Government of India - Quarantine Authority responsible for inspection and certification, certifying and declaring that that the product has complied with the import requirements.
- Original Phytosanitary Certificate with additional declaration to be presented to the Biosecurity Authority of Fiji (BAF) Officer(s) when clearing the white polished rice consignment at the Port of Entry in Fiji.
- Shipments must be substantially free of soil, live insects, rice hulls, weed seeds, rice refuse, stones and insects/rodents and bird dungs and parts of insects at any stage of development, especially Khapra Beetle (Trogoderrma granarium), Carpet Beetle (T. glabrum) and Skin Beetle (T. inclusum) and other material of quarantine concern (e.g. leaf or stem material, faeces, animal remain etc.).
- The consignment must be shipped in sound, new, clean packages/containers. All consignments are subject to Biosecurity inspections on arrival and if live insects are found quarantine treatment will be considered necessary. Interception of any live Khapra Beetle will immediately result in destruction or reshipment of the consignment.
- All costs, Quarantine Fees and other charges to be borne by the Importer / Agent.
- As conditions change and as new facts become available the Biosecurity specification shall be modified by inclusion of restrictions necessary or removal of requirements found not to be necessary.
- Bulk loading (ship loads) is prohibited for white polished rice destined for Fiji from India.
