For importation of Biosecurity regulated products (Plants or its products), importer needs to have a valid Biosecurity Approved Premises (BAP) prior to its importation.
Conditions & Requirements
- The importation is subject to inspection on arrival and must be found to be free from any evidence of disease or insect infestation of any kind and from soil or other plant matter, including seeds, not listed in the permit.
- The importation must be accompanied by original Phytosanitary Certificate issued by a recognized agricultural or biosecurity authority of the country of origin, which shall certify that the commodity is believed to be free from all forms of disease or insect infestations.
- The consignment must be packed in clean new packages /bags not previously used for any purpose and must not be packed in hay, straw, chaff, etc. nor any decomposing material.
- Any non-compliance to any of the above conditions will result in revocation of the import permit and destruction of the imported commodity and other action taken as directed by the Biosecurity Authority of Fiji all at the importers expense.
- Import Requirements of Brassicaceae Family From New Zealand
- 1. All Brassicaceae crops must be fumigated in the country of origin with Methyl Bromide (MeBr) at one of the following rates:
- 1.1.48g/m3 for 2 hours at 100C - 150C
- 1.2.40g/m3 for 2 hours at 160C - 200C
- 1.3.32g/m3 for 2 hours at 210C
- 2. Before fumigation, the Brassicaceae crops must be trimmed and their outer leaves removed. All coverings (plastic wraps, etc.) should also be removed.
- 3. The Brassicaceae consignment must be clean, free from roots and soil and other containments
- 4. Must be packed and shipped in new, clean packages.
- 5. Re-export is not allowed.
- 6. The Brassicaceae consignment is subject to inspection on arrival at the port of entry.
- 6.1. If disease symptoms are detected, the consignment will be placed on hold, and the biosecurity risk will be assessed to determine the options available to the importer. Options may include release, further identification, treatment, reshipment, or disposal.
- 6.2.Further identification may not result in the release of the consignment and may incur substantial additional costs and time delays for the importer. Further identification will only be offered if it is deemed feasible and the importer agrees in writing to accept all costs and risks involved.
- 6.3.If contaminants such as soil, roots, etc., are detected and determined to be of biosecurity concern, the consignment must be reshipped or disposed of if the contaminants cannot be effectively removed or treated. Any required action will be at the importers expense.
- 6.4.If live pests are intercepted, the consignment will be subjected to additional biosecurity measures, such as fumigation.
- 7. Phytosanitary Certificate
- 7.1. Endorse the necessary treatment details.
- 8. Additional Declaration:
- 8.1.The Brassicaceae crop in this consignment has been inspected in accordance with the appropriate official procedures and found to be free from any visually detectable biosecurity pests specified by the NPPO Fiji.
- 8.2.The Brassicaceae consignment was inspected and found free from all life stages of Spodoptera frugiperda (Fall armyworm).
- Import Requirement of Lettuce From New Zealand
- 1. The Lettuce consignment must be clean, free from roots, soil and other containments
- 2. Must be packed and shipped in new, clean packages.
- 3. Reexport is not allowed.
- 4. The Lettuce consignment is subject to inspection on arrival at the port of entry.
- 4.1. If disease symptoms are detected, the consignment will be placed on hold, and the biosecurity risk will be assessed to determine the options available to the importer. Options may include release, further identification, treatment, reshipment, or disposal.

- 4.1. If disease symptoms are detected, the consignment will be placed on hold, and the biosecurity risk will be assessed to determine the options available to the importer. Options may include release, further identification, treatment, reshipment, or disposal.

- 6.2.The Celery consignment was inspected and found free from all life stages of Spodoptera frugiperda (Fall armyworm).
- 0 IMPORT REQUIREMENTS OF CITRUS FRUITS FROM NEW ZEALAND
- 0 All Citrus consignments must be fumigated in the country of origin with methyl bromide gas at the following rates:
- 1.1 64g/m3 for 2 hours at 100C - 150C
- 1.2 56g/m3 for 2 hours at 160C - 200C
- 1.3 48g/m3 for 2 hours at 210C
- 1 The citrus consignment must be shipped in sound, new clean packages.
- 2 Phytosanitary certificate to endorse the necessary treatment details.
- 3 The citrus consignment are subject to inspection on arrival at first and any port of entry by officers of BAF and treated accordingly if there are interceptions of pests or the consignment treatment details on documents are not met.
- 4 All costs incurred in this regard must/ shall be borne by the importer.
- 0 IMPORT REQUIREMENT OF POTATOES FROM NEW ZEALAND
- 1 The potatoes exported must have been grown in an area entirely free from:-
- (i) Globodera rostochiensis (Golden nematode)
- (ii) Synchytrium endobioticum (Potato wart)
- The above area freedom declaration must be clearly stated on the NZMAF Phytosanitary certificate in the additional declaration column.
- 2 Treated with an appropriate sprout inhibiting agency (Active Ingredient and rate of application of the inhibitor to be noted on Phytosanitary Certificate)
- 3 No contaminants or plant parts to be attached with potato tubers or in the sack or package case.
- 4 All damaged and rotting tubers showing disease symptoms to be removed immediately.
- 5 Tubers must not have growing parts (buds, shoots and roots) on it.
- 6 All soil on the potato tubers to be washed off or removed properly.
- 0 IMPORT REQUIREMENT OF GARLIC (CHINESE ORIGIN) RE-EXPORT FROM NEW ZEALAND
- 1 The following additional certification to be endorsed clearly on the re-export phytosanitary certificate:-
- This consignment of garlic from China has fulfilled all the NZ Ministry of Agriculture Import Quarantine Requirement and had been allowed to be retailed in NZ.
- 0 IMPORTATION REQUIREMENT FOR TOMATO (Lycopersicon esculentum) AND CAPSICUM
- (Capsicum annum) FROM NZ INTO FIJI
- [A.] PRE-EXPORT REQUIREMENTS
- 1 INSPECTION OF THE CONSIGNMENT
- The Biosecurity Authority of Fiji (BAF) requires that NZMAF sample and inspect tomatoes (Lycopersicon esculentum) and capsicums (Capsicum annum) consignments according to official procedures for Psyllid (Bactericera cockerelli) and all visually detectable regulated pests.
- 2 PHYTOSANITARY CERTIFICATION
- A completed Phytosanitary Certificate issued by NZMAF must accompany all exported tomatoes (Lycopersicon esculentum) and capsicums (Capsicum annum) that have satisfied those approved conditions as detailed below.
- 0 SPECIFIC CONDITION 1: FOR NEW ZEALAND LOOSE TOMATOES AND CAPSICUMS GROWN UNDER SYSTEMS APPROACH.
- 1 Tomatoes and capsicums must be sourced from MAFBNZ registered glasshouses; and
- 2 MAFBNZ must assure Biosecurity Authority Fiji (BAF) that mitigating measures are in place to control Psyliid populations in registered glasshouses; and
- 3 Tomatoes and capsicums must be brushed or washed to remove any and all stages of the Psyliid. This measure must be endorsed as an Additional Declaration on the phytosanitary certificate.
- OR
- SPECIFIC CONDITION 2: FOR ALL NEW ZEALAND TRUSS TOMATOES AND THOSE CAPSICUMS AND LOOSE TOMATOES THAT WERE NOT PRODUCED UNDER THE SYSTEMS APPROACH AS IN SPECIFIC CONDITION 1
- Tomatoes and capsicum that do not meet specific conditions 1 above must be fumigated (mandatory) with methyl bromide gas before being exported to Fiji at one of the following rates:-
- 0 48g/m3 for 2 hours at 100C-150C
- 0 40g/m3 for 2 hours at 160C-200C
- 0 32g/m3 for 2 hours at 210C or above
- [B.] INSPECTION ON ARRIVAL
- The Biosecurity Authority of Fiji (BAF) will check the accompanying documentation on arrival to confirm that it reconciles with the actual consignment and are correctly certified according to the conditions detailed above.
- If Tomato/Potato Psyllid (Bactericera cockerelli) and/or any regulated pest(s) are detected on the consignments during arrival and inspection by Biosecurity Authority of Fiji (BAF) necessary actions will be immediately taken which could cause the consignment to be treated (where possible), re-shipped or destroyed.
- NB: The above conditions will be reviewed should there be any interception of Tomato/Potato Psyllid (Bactericera cockerelli) during the import inspection in Fiji in consultation with NZMAF.
