Permit Required
For importation of Biosecurity regulated products (Plants or its products), importer needs to have a valid Biosecurity Approved Premises (BAP) prior to its importation.

Conditions & Requirements

  • The importation is subject to inspection on arrival and must be found to be free from any evidence of disease or insect infestation of any kind and from soil or other plant matter, including seeds, not listed in the permit.
  • The importation must be accompanied by original Phytosanitary Certificate issued by a recognized agricultural or biosecurity authority of the country of origin, which shall certify that the commodity is believed to be free from all forms of disease or insect infestations.
  • The consignment must be packed in clean new packages /bags not previously used for any purpose and must not be packed in hay, straw, chaff, etc. nor any decomposing material.
  • Any non-compliance to any of the above conditions will result in revocation of the import permit and destruction of the imported commodity and other action taken as directed by the Biosecurity Authority of Fiji all at the importers expense.
  • A valid and approved import permit is required from the Biosecurity Authority of Fiji (BAF) to accompany the consignment and the Fiji Importer must receive this permit prior to shipping and landing of the consignment in Fiji.
  • Seeds must be packed in clean new packaging, hermetically sealed and clearly labelled with their botanical name. All labelling should be in the English language.
  • Seeds should be clean and free of extraneous or foreign species, weed seeds and insects or parts of insects at any stage of development.
  • The consignment must be accompanied by a Phytosanitary Certificate issued by the National Plant Protection Organization (NPPO) of the country of origin certifying that the seeds have been examined and are free of pests and diseases.
  • All seeds must be treated at the source of origin, dried and dusted to excess with one of the broad spectrum fungicides below or equivalent.
  • Thiram 75 WP @ 5 grams per kg of seeds
  • Captan 75 WDP @ 5 grams per kg seeds
  • Cabaryl 75 WDP @ 5 grams per kg seeds
  • A Re-export certificate may be issued for the re-exported seeds however, the original phytosanitary certificate must certify the import conditions as per this permit. Where the original phytosanitary certificate fails to certify the import conditions; the exporting country must issue a new Phytosanitary certificate endorsing the import requirements.
  • Airfreight or Mail Shipments should have all documents (e.g. invoice, Suppliers seed declarations, and original Phytosanitary Certificate) securely packed and attached to the outside of the package and marked ATTENTION: BIOSECURITY AUTHORITY OF FIJI.
  • Upon arrival in Fiji, the consignment will be examined by a BAF Officer, and Post-entry quarantine and/or other treatments will be executed as deemed necessary.
  • Upon inspection and document verification and conditions met as per the import permit, the consignment will be released to the importer and representative seed samples drawn for BAF purposes.
  • Failure to meet the import requirements, the consignment will be subject to further biosecurity measures including reshipment or destruction.
