Cut Flowers

Permit Required

For importation of Biosecurity regulated products (Plants or its products), importer needs to have a valid Biosecurity Approved Premises (BAP) prior to its importation. Our trade and compliance team (tfc@baf.com.fj) will assist you in obtaining your BAP.


Import permit conditions are to be met prior to the shipment of the consignment. 


A BAF import permit is required for its clearance in Fiji and the following are the import permit conditions:


IMPORTANT � Importers should note that if the conditions below are not strictly observed, delivery of the plant matter listed in this permit may be refused:

(1) The importation is subject to inspection on arrival and must be found to be free from any evidence of disease or insect infestation of any kind and from soil or other plant matter, including seeds, not listed in the permit.

(2) The importation must be accompanied by original Phytosanitary Certificate issued by a recognized agricultural or biosecurity authority of the country of origin, which shall certify that the commodity is believed to be free from all forms of disease or insect infestations.

(3) The consignment must be packed in clean new packages /bags not previously used for any purpose and must not be packed in hay, straw, chaff, etc. nor any decomposing material.

(4) Any non-compliance to any of the above conditions will result in revocation of the import permit and destruction of the imported commodity and other action taken as directed by the Biosecurity Authority of Fiji all at the importers expense. 


Specific Import permit Requirements:

(1) The stems of cut flowers should not be more than 50 cm in length with minimum or no leaves present on the stems. 


(2) All flowers are to be immersed or sprayed with an insecticide (5% Malathion or Acetamiprid at 1 oz per 100 gallon or equivalent). 



(3) Stems of cut flowers must undergo a devitalization treatment as stated below in the country of export prior to shipment :


A. Treatment - immersion or dipping of the stems of the flowers in a solution of Glyphosate (Roundup) to render plant material non-propagatable. 

� 1% Glyphosate solution 10ml per litre.


B. The flower stem should be immersed for at least 20 minutes in glyphosate solution to a depth of at least 35cm/ to within 5cm of the flower head/ within 15 cm of the apex. 

        The treatments undertaken must be clearly endorsed on the Phytosanitary certificate.


 (4)  Each consignment must be packed secured (i.e. made insect-proof) prior to shipment by one of the following methods: 


(i) Enclosed cartons 


Goods must be packed in fully enclosed cartons that have no ventilation holes and lids tightly fixed to the base. 


(ii) Cartons with ventilation holes covered. 



Ventilation holes must be covered with mesh/screen with an aperture no greater than 1.6 mm. Alternatively , ventilation holes must be taped over. 


(5) The additional declaration: �The consignment was packaged in pest-proof cartons or containers that eliminate the possibility of entry or egress of insect pests. 


(6) Each consignment of goods must be packed in clean and new packaging. 


(7)  A Re-export certificate may be issued for the re-exported flowers that have been inspected and cleared by the AQIS quarantine, however, the original phytosanitary certificate must certify the import conditions as per this permit. Where the original phytosanitary certificate fails to certify the import conditions; the exporting country must issue a new Phytosanitary certificate endorsing the import requirements as attached
