Permit Required

For importation of Biosecurity regulated products (Plants or its products), importer needs to have a valid Biosecurity Approved Premises (BAP) prior to its importation. Our trade and compliance team (tfc@baf.com.fj) will assist you in obtaining your BAP.


Import permit conditions are to be met prior to the shipment of the consignment. 


A BAF import permit is required for its clearance in Fiji and the following are the import permit conditions:


IMPORTANT � Importers should note that if the conditions below are not strictly observed, delivery of the plant matter listed in this permit may be refused:

(1) The importation is subject to inspection on arrival and must be found to be free from any evidence of disease or insect infestation of any kind and from soil or other plant matter, including seeds, not listed in the permit.

(2) The importation must be accompanied by original Phytosanitary Certificate issued by a recognized agricultural or biosecurity authority of the country of origin, which shall certify that the commodity is believed to be free from all forms of disease or insect infestations.

(3) The consignment must be packed in clean new packages /bags not previously used for any purpose and must not be packed in hay, straw, chaff, etc. nor any decomposing material.

(4) Any non-compliance to any of the above conditions will result in revocation of the import permit and destruction of the imported commodity and other action taken as directed by the Biosecurity Authority of Fiji all at the importers expense. 



1.0 GENERAL CONDITIONS FOR ALL FRESH FRUITS AND VEGETABLES: 


1.1 All consignments of fresh fruit and vegetables must have a valid Import Permit prior to export from Australia

1.2 All consignments of fresh fruit and vegetables have been inspected in accordance with appropriate official procedures and found to be free from any visually detectable pests and disease, as specified by Biosecurity Authority of Fiji (BAF).

1.3 All consignments of fresh fruit and vegetables must be accompanied by an original Phytosanitary certificate and the treatment details (if any) to be included on the Phytosanitary certificate

1.4 Each consignment must be packed in clean, new packaging and must be secured (i.e. made insect proof) prior to shipment to maintain its quarantine integrity and security of goods on arrival in Fiji. 

1.5 All consignments must be free of live insects, disease symptoms, trash, contaminant seeds, soil and other debris on arrival in Fiji.

1.6 Fiji NPPO (BAF) will check the accompanying documentation on arrival to confirm that it reconciles with the actual consignment and are correctly certified according to the conditions detailed in the Import Permit.

1.7 The NPPO must ensure that the consignment (prior to export) is held (stored, handled and transported) in a manner to ensure that infestation/re-infestation does not occur following phytosanitary certification.



SPECIFIC CONDITIONS FOR FRESH FRUITS AND VEGETABLES


2.0 IMPORTATION REQUIREMENTS OF FRUITS FROM AUSTRALIA


2.1 All fruits have been grown and packed in an area not less than 80 kilometers (50 miles) from an area where any harmful species of fruit fly exists. OR

2.2 Fruits have been subject to Cold Disinfestations at core temperature at one of the following temperature/time combinations immediately before export or in-transit. 

2.2.1 1�+/- 0.6�C for 16 days or 

2.2.2 0�C or below for 14 days OR

2.3 All fruits consignments must be fumigated in the country of origin with methyl bromide gas at the following rates: 

2.3.1 64g/m3 for 2 hours at 100C � 150

2.3.2 56g/m3 for 2 hours at 160C � 200C

2.3.3 48g/m3 for 2 hours at 210C

2.4 All treatments on the export consignment must be clearly endorsed in the original Phytosanitary certificate.

2.5 All costs incurred in this regard must/ shall be borne by the importer.


3.0 IMPORTATION REQUIREMENTS OF CITRUS FRUITS FROM AUSTRALIA

3.1 Citrus fruits have been grown and packed in an area not less than 80 kilometers (50 miles) from an area where any harmful species of fruit fly exists. OR

3.2 Fruits have been subject to cool storage for 14 days at 0oC �1oC after pre cooling. OR

3.3 All Citrus consignments must be fumigated in the country of origin with methyl bromide gas at the following rates: 

6.3.1 64g/m3 for 2 hours at 100C � 150C

        6.3.2   56g/m3 for 2 hours at 160C � 200C

6.3.3 48g/m3 for 2 hours at 210C

3.4 The citrus consignment must be shipped in sound, new clean packages.

3.5 Phytosanitary certificate to endorse the necessary treatment details.

3.6 The citrus consignment are subject to inspection on arrival at any port of entry by officers of BAF and treated accordingly if there are interceptions of pests or the consignment treatment details on documents are not met.

3.7 All costs incurred in this regard must/ shall be borne by the importer



4.0 IMPORTATION REQUIREMENTS OF BEANS FROM AUSTRALIA


4.1 All beans to be exported must be treated by fumigation in the country of origin at the following rates:

4.1.1 48g/m3 for 2 hours at 100C � 150C

4.1.2 40g/m3 for 2 hours at 160C � 200C 

4.1.3 32g/m3 for 2 hours at 210C

4.2 All treatments on the export consignment must be clearly endorsed in the original Phytosanitary certificate.


5.0 IMPORTATION REQUIREMENTS OF PEAS FROM AUSTRALIA


5.1 All peas to be exported must be treated by fumigation in the country of origin at the following rates:

5.1.1 48g/m3 for 3 hours at 100C � 150C

5.1.2 40g/m3 for 3 hours at 160C � 200C 

5.1.3 32g/m3 for 3 hours at 210C

5.2 All treatments on the export consignment must be clearly endorsed in the original Phytosanitary certificate.



6.0 IMPORT REQUIREMENTS OF BRASSICACEAE FAMILY (Brassica oleracea, Lactuca sativa, Petroselinum spp, Ocimum basilicum) FROM AUSTRALIA


6.1 All Brassicaceae sp. to undergo appropriate pest control measures and a grower�s declaration will be required on the Phytosanitary Certificate to confirm that:

The consignment has undergone appropriate pest control activities that are effective against Liriomyza huidobrensis OR

6.2 Brassicaceae sp. to be sourced from an area free from Liriomyza huidobrensis OR

6.3 All Brassicaceae sp. to be exported must be treated by fumigation in the country of origin at the following rates:

6.3.1 34g/m3 MBr with 74.9 Ct (calculated on 54% retention rate) at 20 �C or above for 3 hours OR

6.3.2 40g/m3 MBr with 88.2 Ct (calculated on 54% retention rate) at 15 �C or above for 3 hours OR

6.3.3 46g/m3 MBr with 101.4 Ct (calculated on 54% retention rate) at 10 �C or above for 3 hours

6.4 The Brassicaceae sp. to be exported must be trimmed and all outer leaves removed before fumigation. All coverings should be removed (plastic wraps etc.).

6.5 The Brassicaceae consignments are subject to inspection on arrival at any port of entry by officers of BAF and treated accordingly if there are interceptions of pests or the consignment treatment details on documents are not met.

6.6 All treatments on the export consignment must be clearly endorsed in the original Phytosanitary certificate. 

6.7 All costs incurred in this regard must/ shall be borne by the importer.


7.0 IMPORTATION REQUIREMENTS OF CAPSICUM FROM AUSTRALIA


7.1 Capsicum have been grown and packed in an area not less than 80 kilometers (50 miles) from an area where any harmful species of fruit fly exists. OR

7.2 Subject to methyl bromide gas fumigation at the following rates:

7.2.1 48g/m3 for 2 hours at 100C � 150C

7.2.2 40g/m3 for 2 hours at 160C � 200C 

7.2.3 32g/m3 for 2 hours at 210C

7.3 All treatments on the export consignment must be clearly endorsed in the original Phytosanitary certificate. 


8.0 IMPORTATION REQUIREMENTS OF CUCURBITS FROM AUSTRALIA


8.1 All cucurbits for export must be treated by fumigation in the country of origin with methyl bromide gas at the following rates:

8.1.1 48g/m3 for 2 hours at 100C � 150C

8.1.2 40g/m3 for 2 hours at 160C � 200C 

8.1.3 32g/m3 for 2 hours at 210C or above

8.2 The cucurbits shall be packed in clean new packages readily distinguishable from other packages used for cucurbits in Australia.

8.3 Special conditions apply: to prevent the entry of fruit flies into packages after treatment and the possibility of fruit flies laying eggs in cucurbits adjacent to aeration vents in the packages, the cucurbits must be packed in either:

8.3.1 Entire polythene bags within the packages OR

8.3.2 In packages without vents OR

8.3.3 In packages in which the lids fit completely over the base with aeration vents in the lids suitably screened against the entry of fruit flies.

8.4 The cucurbits must be accompanied by a Phytosanitary Certificate which endorses that:

8.4.1 �The cucurbits were grown on an NPPO approved property which maintained a regular spray program in the field with insecticide(s) registered for use against Queensland fruit fly (Bactrocera tryoni) and Mediterranean fruit fly (Ceratitis capitata) and which achieved a high level of control�

OR

8.4.2 �The cucurbits were grown in an area officially recognized as an area free of Queensland fruit fly (Bactrocera tryoni) and Mediterranean fruit fly (Ceratitis capitata)�. An area freedom certificate must be provided to demonstrate compliance to this requirement.

8.5 All treatment details for the export consignment must be clearly endorsed in the original Phytosanitary Certificate.

8.6 The cucurbit consignments are subject to inspection on arrival at the first port of entry by BAF officers and will be treated accordingly if there are interceptions of pests or the consignment treatment details on the documents supplied do not meet the set requirements.

8.7 All costs incurred in this regard must be borne by the importer.



9.0 IMPORTATION REQUIREMENTS OF POTATOES FROM AUSTRALIA


9.1 Additional declaration required on the Phytosanitary Certificate:-

�The potatoes have been produced in an area entirely free from Potato Cyst Nematode (Globodera rostochiensis).�


10.0 IMPORTATION REQUIREMENTS OF GARLIC FROM AUSTRALIA OF CHINA ORIGIN


10.1 The consignment must be accompanied by Re-export certificate and a copy of Phytosanitary Certificate  from Government of China indicating freedom from white rot (Sclerotium cepivorum) and neck rot (Botrytis spp.)

10.2 An official certificate from the Health Authority of China should accompany the consignment stating that human excreta have not been used as a fertilizer for the garlic.

10.3 The garlic must be fumigated either at the country of origin or in Australia with methyl bromide at the rate of:

10.3.1 48g/m3 for 3 hrs at 15oC or above OR

10.3.2 Under vacuum at 40g/m3 for 2 hours at 15oC or above.  

10.4 All treatments on the export consignment must be clearly endorsed in the original Phytosanitary.




11.0 IMPORTATION REQUIREMENTS OF TOMATOES FROM AUSTRALIA


11.1 All tomatoes must be treated by fumigation in the country of origin with methyl bromide gas at the following rates:

11.1.1 48g/m3 for 2 hours at 100C � 150C

11.1.2 40g/m3 for 2 hours at 160C � 200C 

11.1.3 32g/m3 for 2 hours at 210C OR

11.2 Special conditions Applies: To prevent the entry of fruit flies into the packages after treatment and the possibility of fruit flies laying eggs in tomatoes adjacent to aeration vents in the packages the tomatoes must be packed in either:

11.2.1 Entire polythene bags within the packages OR

11.2.2 In package without vents OR

11.2.3 In packages in which the lid fits completely over the base with aeration in lids suitably screened against the entry of fruit flies.

11.3 The tomato consignment must be shipped in sound, new and clean packages.

11.4 All treatments on the export consignment must be clearly endorsed in the original Phytosanitary certificate.

11.5 The tomato consignment are subject to inspection on arrival at any port of entry by officers of BAF and treated accordingly if there are interceptions of pests, symptoms of diseases or the consignment treatment details on documents are not met.

11.6 All costs incurred in this regard must/ shall be borne by the importer.
