Permit Required

For importation of Biosecurity regulated products (Plants or its products), importer needs to have a valid Biosecurity Approved Premises (BAP) prior to its importation. Our trade and compliance team (tfc@baf.com.fj) will assist you in obtaining your BAP.


Import permit conditions are to be met prior to the shipment of the consignment. 


A BAF import permit is required for its clearance in Fiji and the following are the import permit conditions:


IMPORTANT � Importers should note that if the conditions below are not strictly observed, delivery of the plant matter listed in this permit may be refused:

(1) The importation is subject to inspection on arrival and must be found to be free from any evidence of disease or insect infestation of any kind and from soil or other plant matter, including seeds, not listed in the permit.

(2) The importation must be accompanied by original Phytosanitary Certificate issued by a recognized agricultural or biosecurity authority of the country of origin, which shall certify that the commodity is believed to be free from all forms of disease or insect infestations.

(3) The consignment must be packed in clean new packages /bags not previously used for any purpose and must not be packed in hay, straw, chaff, etc. nor any decomposing material.

(4) Any non-compliance to any of the above conditions will result in revocation of the import permit and destruction of the imported commodity and other action taken as directed by the Biosecurity Authority of Fiji all at the importers expense. 

Specific Import permit Requirements:


Import requirements for the importation of Vegetable seeds from Australia into Fiji:-


(1) A valid and approved import permit is required from Biosecurity Authority of Fiji (BAF) to accompany the consignment and the Fiji Importer must be in receipt of this permit prior to shipping and landing of the consignment in Fiji. 


(2) The seeds should be packed in small quantities from a reputable seed dealer and commercially vacuum packed. All labeling should be written in English.


(3) Seeds should be clean and free of foreign matter or foreign species, weed seeds and insects or part of insects at any stage of development.


(4) The consignment must be accompanied by phytosanitary certificate from the National Plant Protection Organization of the country of origin certifying that the seeds have been examined and are apparently free of pests and diseases. 


(5) All seeds must be treated at the source of origin, dried and dusted to excess with one of the broad spectrum fungicides below or equivalent.


a. Fludioxonil @ 0.48 grams per kg of seeds 

b. Thiram 75 WP @ 5 grams per kg of seeds

c. Captan 75 WDP @ 5 grams per kg seeds 


(6) A Re-export certificate may be issued for the re-exported seeds; however, the original phytosanitary certificate must certify the import conditions per this permit. Where the original phytosanitary certificate fails to certify the import conditions, the exporting country must issue a new Phytosanitary certificate endorsing the import requirements.


(7) All treatments are to be endorsed on the Phytosanitary Certificate accompanying the consignment.

***The treatment declaration by the supplier and the treatment endorsement on the labelling is sufficient for verification in lieu of the treatment on a Phytosanitary certificate/Re-export certificate that the seeds have been treated during the packaging*** 

(8) If there is a likelihood of outbreak of an exotic pests, weeds or diseases associated with the seeds, the entire consignment will be quarantined and destroyed at the owner�s expenses.


(9) Airfreight or Mail Shipments should have all documents (e.g. invoice, Supplier�s seed declarations, and original Phytosanitary Certificate) securely packed and attached to the outside of the package and marked �ATTENTION: BIOSECURITY AUTHORITY OF FIJI�.


(10) Upon arrival in Fiji, the consignment will be examined by a BAF Officer, and Post-entry quarantine and/or other treatments will be executed as deemed necessary.


(11) Failure to meet the import requirements, the consignment will be subject to further biosecurity measures, including reshipment or destruction.
